Early in the history of the Treaty, the EJC noted two key intentions of the portions related to freedom to provide services (and of planned subsidiary legislation in support of those portions): To abolish, during the transitional period, restrictions on freedom to provide services; and To introduce into the law of Member States a set of provisions intended to facilitate the effective exercise of this freedom, in particular by the mutual recognition of qualifications and the coordination of laws with regard to the pursuit of activities as self-employed persons.
