Based on these studies only, what do you understand to be the greatest strength(s) and weakness(es) of using academics, scientists, and jazz musicians as cultural diplomats?

In both the Yale Richmond and Penny von Eschen books, we learned how various non-state actors were co-opted by U.S. government agencies (primarily the Department of State) to serve as Cold War cultural diplomats. Did you feel these government agencies had to be involved in the process or would these individuals have naturally gravitated to the role of cultural diplomats by virtue of their professions and personalities?
