Scenario: In a 24,000 student school district, a majority of the schools qualify as Title I schools. Within the school district, there are areas of middle and upper socio-economic neighborhoods with school populations that reflected the status of the neighborhood. Recently the district realigned some of the attendance zones to accommodate school sizes. Within the last five years, the neighborhood school populations changed. A group of parents became vocal regarding the need for school choice within the public school district. The group composed of parents from various neighborhoods throughout the district, both lower and upper socio-economic status, began a campaign for school choice/open enrollment within the public school system. The call for action was ignored by the school board and the district decision makers. Within this five-year period, several private schools and one charter school have opened in the community of the suburban school district. A significant number of students have moved from the public schools to the private schools. Typically the lower socio-economic families remained in the public school while the middle and upper socio- economic parents moved their children to the private schools. A new charter superintendent has been appointed for the only charter system in the community. The charter board has stated as a primary goal to provide a program/programs that would attract both the lower socio-economic students whose parents are looking for choice and middle and upper socio-level parents who are struggling to meet with costly demands of private school. Task: As a strategic plan facilitator hired by the district, you will be leading the charter board, charter central administration, principals, teachers, students, and a group of community stakeholders through a planning process to accomplish the goal. Provide the plans graphic and provide the details of the plan outlined through the graphic representation.Guide the group to develop the detailed goal. In your response you will create a set of data that is applicable for the district. Include the inputs and the outputs included in the development of the plan needed to reach the district goal. The final component of the response is the evaluation and refinement process of the developed plan. Parameters: The plan must have the following subheadings: – Overview (half a page) – Literature Review (1-2 pages) – Implementation Plan (2-4 pages) – Evaluation of Plan (1-2 pages) – Reference Page (1 page) – Paper must follow APA standards – Minimum 5 pages; Maximum 10 pages including the Reference Page, but not counting the Title Page, charts, graphs, etc. – Minimum 5 separate references – Any details not specified in the Scenario are open to interpretation
