Design a Three Year District Improvement Plan. To be in compliance with new York city board of education (dist. 29), you as the superintendent and district leadership team are required to design a district improvement plan. After triangulating the data from the school district report card and local assessments, you will identify key factors that have contributed to low student performance. These key factors are within the school district’s capacity to change or control and point to the next steps in improvement planning. The plan should focus on district improvement designed to have measurable results. Include the following components in your plan:
Section 1: Data and Analysis:
a). Review and analyze your district report card and local assessment data.
-What are the areas of strength and weakness?
-Consider internal and external factors that contributed to these results.
-Include attributes and challenges of the district and community that have
affected student performance.
-Describe educator qualifications, staff capacity and professional development.
-Document parental involvement that may have contributed to student performance.
b). Triangulate this data to identify areas of greatest need.
Section 2: Action Plan:
a). Design and align a three year district improvement plan that addresses areas of deficiency and that is built around goals and strategies to significantly improve instructional practice and student performance.
b). Areas to consider may include: Reading, Mathematics, Attendance, Graduation Rates or Participation Rates and other areas of need.
c). Include in this action plan objectives, strategies and activities, a timeline and a budget as you include and address students, teachers and parents.
d). Create SMART goals.
Section 3: Application of Leadership Skills to Implement this Plan:
a). Create a list of skills that highly effective district and building leadership teams need to have in order to:
i) promote community involvement in the plan;
ii) implement the plan across the district;
iii) to focus on district / school improvement;
iv) and to increase student achievement for all student groups. (Marzano, Waters and McNulty, 2005, pages 41-64)
Section 4: Application of Leadership Skills in the Evaluation of the Plan
a). Create a formative and summative evaluation that monitors the district improvement plan.
b). Identify the people overseeing the plan and the responsibilities they will take.
c). How will the plan be further developed?
d). Have all student groups (special education, high achievers, low achievers, ELL etc) been addressed?
